Army seeks analytical science, engineering research sources

On February 25, the U.S. Army released a sources sought synopsis (SSS) in support of Complex and Analytical Science/Engineering Research. Responses are due by 5:00 p.m. Eastern on March 7.

This SSS is in support of Market Research being conducted by the United States Army Contract Command to identify potential sources, and if future efforts can be competitive. The proposed North American Industry Classification Systems (NAICS) Code is identified as 541715. This SSS is to notify companies that the Army Contracting Command, Aberdeen Proving Grounds, Research Triangle Park Division is seeking qualified sources for the Sole Source acquisition of the following competencies:

  • Systems: Autonomous Systems, Combat, Command and Control, Communications, Cyber Operations Systems, Human System Integration, Information and Display, Intelligence, Missile, Radar, Surveillance, and Spacecraft Systems.
  • Technologies: Additive Manufacturing, Aerodynamics, Artificial Intelligence, Augmented Reality, Biotechnology, Biomedicine, Digital Engineering, Directed Energy, Electronics, Guidance, Hypersonics, Information Processing, Materials, Microelectronics, Navigation and Timing, Oceanography, Propulsion, Quantum Computing, Signal Processing, Sonar, Advance Computing and Software Development, Acoustics, Renewable Energy Generation and Storage, and Space Physics.
  • Mission Support: Anti-submarine Warfare, Artic Operations, Cyber Warfare, Electronic Warfare, Homeland Defense, Littoral Warfare, Precision Engagement, Ship Defense, Space, Strategic Deterrence, Surveillance, Combat, Command and Control, Communications, Cyber Operations Combat, Command and Control, Communications, Cyber Operations, Land Warfare, Chemical Biological Warfare, and Missile Defense.
  • Special Operations: Cybersecurity, Intelligence, Surveillance, and Reconnaissance (ISR) Technologies, Technology Assessment, Qualitative and Quantitative Analysis and Studies, Environmental Science, Rapid Fielding, and Rapid Prototyping.

 

The data needed to acquire this competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the acquisition requirements for a competitive solicitation.  As a result, this acquisition is currently being procured under the Federal Acquisition Regulation (FAR) 6.302-3(a)(2)(ii) Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services.

The Government is interested in all businesses to include small business concerns. Contractors that process the ability and can produce the required item(s) described above are encouraged to identify themselves.
