Navy posts COMOPTEVFOR RFI

On June 28, the U.S. Navy posted a request for information for COMOPTEVFOR analytical, operational, test and evaluation support. Responses are due by 2:00 p.m. Eastern on July 19. The government plans to host an industry day July 31-August 1.

This announcement constitutes a Sources Sought Notice for information and planning purposes for qualified and experienced sources to provide technical and analytical support to Commander, Operational Test and Evaluation Force (COMOPTEVFOR) in the definition, conduct, and analysis of structured Initial Operational Test and Evaluation (IOT and E) of United States Navy systems. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement.

It is not to be construed in any way as a commitment by the Government for any purpose other than to gain the information requested, nor will the Government pay for the information submitted in response. Interested parties are encouraged to respond to this RFI/Sources Sought Notice.

Scope

COMOPTEVFOR requires technical and analytical support definition, performance and analysis of structured Operational Test and Evaluation (OT and E) of US Navy systems. This support will be required in one or more of the following forms: Documentation Review, Test Planning Support, Cyber Test Planning Support, Operational Test Design, Test Analysis and Reporting, Test Operations Support, Modeling and Simulation Support, and Program Management Support.

COMOPTEVFOR requires support for the following five divisions:

Code 40, Undersea Warfare Division: Tests and evaluates all undersea warfare systems, including submarine, surface and aviation anti-submarine warfare and mine warfare systems under the most operationally realistic conditions possible. The divisions main effort is to assist, through early involvement, in the acquisition process, conduct tests and provide accurate evaluations to determine system performance and resulting capability.

Code 50, Air Warfare Division: Tests and evaluates all of the Navy and Marine Corps aviation acquisition programs warfare systems such as strike/fighter weapons; assault weapons; aviation electronic warfare; air antisubmarine warfare; aviation maintenance; and trainers, under the most operationally realistic conditions possible.

The aviation warfare division also coordinates with the following squadrons: VX-1 (Patuxent River, MD), VX-9 (China Lake, CA), VMX-1 (Yuma, AZ) and HMX-1 (Quantico, VA).

Code 60, C4I and Space Warfare Division: Tests and evaluates all ashore and afloat Command, Control, Communications, Computer and Intelligence (C4I) systems such as radars, radio frequency transmitters/receivers, digital switching networks, identification friend or foe, tactical decision-making systems, intelligence systems, combat direction systems, tactical links, information warfare systems, cryptologic systems, space and satellite systems, and non-tactical automated information systems. The divisions main effort is to assist, through early involvement, in the acquisition process followed by proper tests and accurate evaluations to determine system performance and resulting capability.

Code 70, Surface Warfare Division: Tests and evaluates U.S. Navy surface ships and associated engineering, auxiliary, combat systems, and systems developed for the U. S. Coast Guard. Systems undergoing operational test and evaluation encompass all facets of surface warfare. Surface Warfare Division is also responsible for overarching coordination of the commands participation in the Air Warfare Ship Self Defense (AW SSD) T and E Enterprise.

Code 80, Expeditionary Warfare Division/Littoral Combat Ship: Tests and evaluates traditional and non-traditional Joint Chemical/Biological acquisition programs, Anti-Terrorist Force Protection Programs, Special Operations and Naval Special Warfare, Explosive Ordnance Disposal (EOD), Riverine, and Diving and Salvage, Littoral Combat Ship sea frame, mission packages and mission modules programs.

Code 01D Cybersecurity Division: Integrates critical cybersecurity testing into the acquisition lifecycle and tests all COMOPTEVFOR program Systems under Test (SUT) per DoDI 5000.02 and DOT and E memo of 01 August 2014.
