On January 9, the Defense Intelligence Agency posted a request for information for Defense Intelligence Foreign Language Management and Planning Support. Responses are due by 10:00 a.m. on January 24.
The USD(I) is the principal staff assistant and advisor to the Secretary of Defense and the Deputy Secretary of Defense on intelligence, counterintelligence, security, sensitive activities, and other intelligence-related matters. The USD(I) exercises the Secretary of Defense’s authority, direction, and control over the Defense Agencies and Department of Defense (DoD) Field Activities that are Defense intelligence, counterintelligence, or security Components and exercises planning, policy, and strategic oversight over all DoD intelligence, counterintelligence, and security policy, plans, and programs.
The USD(I) is supported by the Director for Defense Intelligence (Technical Collection & Special Programs) (DDI(TC&SP)), Director for Defense Intelligence (Warfighter Support) (DDI(WS)), Director for Defense Intelligence (Intelligence & Security) (DDI(I&S)), and Director for Defense Intelligence (Intelligence Strategy, Programs & Resources) (DDI(ISP&R)). In addition, certain offices are Direct Reports to the Under Secretary: Chief of Staff (CoS); Human Capital Management Office; Congressional Activities; and Special Access Program Control Office (SAPCO).
The OUSD(I)/HCMO was established to exercise oversight of personnel in defense intelligence positions to ensure the Defense intelligence, counterintelligence, and security Components are manned, trained, equipped, and structured to support the missions of the Department and fully satisfy the needs of the Combatant Commands, the Military Departments, and the Office of the Director of National Intelligence (ODNI), as appropriate. Defense Intelligence does not have an adequate inventory of specialists with expert understanding of people, cultures, or languages in regions of interest to U.S. National security. This fact is corroborated through Joint Force Readiness Reviews, Combat Support Agency team review findings, the Secretary of Defense, and Combatant Command Integrated Priorities List submissions and capabilities need priorities.
Developing foreign language capabilities are fundamental prerequisites for accomplishing the tasks laid out in the National Defense Strategy, the National Intelligence Strategy, the Defense Intelligence Strategy, the Guidance for the Development of the Force, and the Combined Intelligence Guidance. The OUSD(I)/HCMO oversees the overall health and state of the Defense Intelligence Enterprise’s foreign language and area programs, evaluates programs effectiveness, analyzes component initiatives and incentives for foreign language proficiency, reviews foreign language and regional plans and programs providing assessments of performance, and prepares recommendations for action and improvements.
Objective/Scope:
The objective is to acquire contractor support in the development, analysis, and review of foreign language and regional and culture policies, program efforts, and initiatives for defense intelligence human capital management. Support will include, but not limited to: providing assistance in foreign language, regional expertise, and culture policy development and reviews; policy, program, and initiative analysis with recommendations; conducting program assessments; producing status reports under the purview of the Defense Intelligence Foreign Language and Area Advisory Group (DIFLAAG); developing implementation plans that will include resource estimation and execution planning; and supporting foreign language and area working groups and forums with written recommendations, data collection, analysis of collected data, and presentation of analysis and assessments. Contactor support and deliverables will serve as the basis for decision-making recommendations to the DIFLAAG, Director HCMO, Foreign Language Forums, and the USD(I).
This scope of this contract is to provide analysis and planning support for the advancement of Defense Intelligence Enterprise foreign language proficiency, regional knowledge, and culture policies, program efforts, and initiatives for defense intelligence human capital management. Contractor’s support and deliverables will support the foreign language, regional knowledge, and culture efforts within OUSD(I)/HCMO in the development of strategic plans, programmatic reviews and policy changes, implementation guidance, assessments and recommendations, support for foreign language working groups and forums, and provide services to support policy reviews, analysis of collected data, and presentation of analysis and assessment. Efforts will serve as the basis for decision-making recommendations to the DIFLAAG, Director HCMO, and the USD(I).
