USSOCOM posts airborne ISR RFI

On August 7, the U.S. Special Operations Command posted a request for information for Expeditionary Organic Tactical Airborne Intelligence, Surveillance and Reconnaissance (AISR) Capability Set (EOTACS) of Small Unmanned Aircraft Systems (SUAS). Responses are due by 5:00 p.m. Eastern on September 7.

This Request for Information (RFI) is in accordance with the Federal Acquisition Regulation (FAR) Part 15.2 and is published only to obtain information for use by United States Special Operations Command (USSOCOM), Special Operations Forces for Acquisitions, Technology and Logistics (SOF AT&L), Program Executive Office – Fixed Wing (PEO-FW), Aerial Intelligence, Surveillance and Reconnaissance (AISR), SUAS/EOTACS Program Manager (PM), MacDill Air Force Base (AFB), Florida.  PEO-FW, SUAS/EOTACS PM is seeking industry input to identify potential solutions for each of the EOTACS Family of SUAS (FoSUAS) platforms, payloads, peripherals, software and services.

Objective

The EOTACS FoSUAS will expand the capabilities of the Marine Corps Forces Special Operations Command (MARSCOC), United States Army Special Operations Command (USASOC), Naval Special Warfare Command (NSWC), and Air Force Special Operations Command (AFSOC).  All EOTACS FoSUAS shall be capable of providing Intelligence, Surveillance and Reconnaissance (ISR) data to Special Operations Forces during day and night operations and under adverse environmental conditions. Systems shall provide an airborne payload capability that is persistent and possess a low radio frequency (RF) signature. The capability, system, and/or service must be survivable, interoperable, and able to enter (or be connected to) and be managed in the network, and exchange data in a secure manner to enhance mission effectiveness (Net Ready).  This RFI is specific to and seeks responses for the following seven (7) EOTACS FoSUAS capability sets:

  • Unmanned Tethered Aerial System (UTAS)

  • Group 1 Nano Vertical Takeoff and Land (VTOL)

  • Group 1 Micro VTOL

  • Group 1 Short Range / Short Endurance (SR/SE) VTOL

  • Group 1 SR/SE Fixed Wing

  • Group 1 Medium Range / Medium Endurance (MR/ME) Fixed Wing

  • Group 2 Long Range / Long Endurance (LR/LE) Fixed Wing
