DIA posts SIA 3 Draft RFP
On December 15, the Virginia Contracting Activity, on behalf of the Defense Intelligence Agency posted the Draft RFP for its Solutions for Intelligence Analysis 3 solicitation (Solicitation Number: HHM402-18-R-0003).
SIA 3 DRAFT Request for Proposals
The Virginia Contracting Activity (VaCA) released a DRAFT Request for Proposals for Solutions for Intelligence Analysis (SIA) 3 through the NSA ARC today. As previously announced, this acquisition is classified. Therefore, no copy will be posted here. All interested parties should obtain copies through that activity. VaCA will not provide electronic or hard copies of this DRAFT.
About the SIA 3 Requirement
As a follow-on from the current SIA 2 contract, SIA 3 is planned as a non-personal services contract for Intelligence Analytical Support to DIA and the Defense Intelligence Enterprise (DIE). Services will be needed both in CONUS and OCONUS. In some cases, OCONUS services will subject personnel to harsh and hostile conditions in environments designated by the U.S. Government as Imminent Danger and/or Hostile Fire Zones.
The planned period of performance (PoP) for the anticipated multiple award IDIQ contract will be a five (5) year base ordering period with one optional five (5) year ordering period. Subsequent task orders may have up to a one (1) year base period and up to four (4) option periods (no option period will exceed one (1) year in duration).
The NAICS Code for this contract is planned to be 541990.
The anticipated contract will require all contractor personnel to be U.S. citizens who possess and maintain an active Top Secret clearance with Sensitive Compartmented Information (SCI) access and successful screening by counter-intelligence polygraph.
