WHS issues CSP sources sought
On August 22, Washington Headquarters Services (WHS) posted a sources sought notice for Collection & Special Programs (CSP) support. Responses are due by 12:00 p.m. Eastern on September 20.
This is a non-personal services contract to provide Specialized and Sensitive Administrative, Policy, Operations, and Analytic, Support to the Collection & Special Programs Office (C&SP) within the Office of the Under Secretary of Defense, Intelligence and Security (OUSD(I&S)) and its directorates. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Provided support may include work that is closely associated with inherently governmental work. As such, support services may be performed under the direct oversight of government experts with sufficient control mechanisms and sufficient numbers of military and civilian employees to ensure that contractors are not performing inherently governmental functions.
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Strategy, Program/Project Management, and Analytic Support Services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
The Under Secretary of Defense for Intelligence and Security (USD(I&S)) is the principal staff assistant and advisor to the Secretary of Defense and the Deputy Secretary of Defense on intelligence, counterintelligence, security, sensitive activities, and other intelligencerelated matters. The USD(I&S) exercises the Secretary of Defense’s authority, direction, and control over the Defense Agencies and DoD Field Activities that are Defense intelligence, counterintelligence, or security Components and exercises planning, policy, and strategic oversight over all DoD intelligence, counterintelligence, and security policy, plans, and programs. Among other organizations, the OUSD(I&S) is supported by the Director for Defense Intelligence (Collection and Special Programs) (DDI (C&SP)).
The DDI (C&SP) requires specialized budgetary, technical, analytical, program and performance, and management expertise in various functional areas. The DDI C&SP must fulfill its core functions of developing policy in Technical Collections (i.e. Signals Intelligence (SIGINT), Geospatial Intelligence (GEOINT), Measurement and Signatures Intelligence (MASINT), and biometrics-enabled and forensics-enabled intelligence), Human Intelligence (HUMINT), Intelligence Support to Cyberspace Operations, and special programs and sensitive activities support. The DDI C&SP fulfills its core functions by developing and managing resources to address intelligence mission data shortfalls, conducting outreach to appropriate DoD and Intelligence Community (IC) elements, and overseeing these activities.
