System High adds Tom Painter
On July 27, Chantilly, VA-based System High Corporation has announced that Tom Painter has joined the organization as vice president of human capital. In this role, Painter is responsible for developing and executing the human capital strategy in support of the overall business plan, specifically in the areas of talent acquisition, organizational and performance management, and change management. With more than 30 years of private sector and government experience, he has an extensive skillset focused on employee development, employee engagement, diversity and inclusion, succession planning, and cultural transformation.

Painter has more than three decades of experience developing and implementing strategies to optimize efficiencies and promote employee retention. Prior to joining System High in July 2021, he was the chief human capital officer at the Defense Intelligence Agency (DIA). While at DIA, he also served as the deputy chief of diversity, equity, and inclusion and used a data-driven approach to drive inclusion at the organization. Painter also completed a joint duty assignment at the Office of the Director of National Intelligence (ODNI), where he served as the director of the Talent Management Office. He previously was vice president of human resources at both ManTech and L-3 Communications (now L3Harris).
