NIWC releases enterprise comms RFP

On January 21, NIWC Pacific announced that it has released RFP N66001-21-R-0021. Please note, the RFP number has been updated from N66001-20-R-0005 to N66001-21-R-0021. Proposals are due by 10:00 a.m. Pacific on February 23.

The Department of Navy, Naval Information Warfare Center (NIWC) Pacific, seeks contractual support for the Enterprise and Communication Networks Division (Code 55300) Multiple Award Contract
(MAC). NIWC Pacific has identified a requirement to include technology insertion,
software and systems engineering, modeling and simulation, model based systems
engineering, network engineering, installation and testing, and integrated logistics in
support of communications, information technology, and other Command, Control,
Communications, Computers, and Intelligence (C4I) efforts.

It is anticipated that the procurement will result in the award of multiple indefinite
delivery, indefinite quantity contracts (IDIQ) with cost-plus-fixed-fee (CPFF) and cost-
only (no fee) pricing arrangements. The anticipated period of performance is a three-
year base period and four, one-year option periods. The North American Industry
Classification System (NAICS) Code is 541330, Engineering Services with a Small
Business Size Standard of $41.5 million. The nature of this tasking requires access up to
Top Secret/ incidental Sensitive Compartmented Information (SCI) data, information,
and spaces.

This requirement will be competed on a full and open basis. This is a follow-on
requirement to multiple award contracts (MACs) N66001-18-D-0171, N66001-18-D-
0172, N66001-18-D-0173, and N66001-18-D-0174.
