NIST seeks AI committee support

On August 26, the National Institute of Standards and Technology posted a sources sought notice for Artificial Intelligence Committee Support Services. Responses are due by 11:00 a.m. Eastern on September 6.

The National AI Initiative Act of 2020 (DIVISION E, SEC. 5001) became law on January 1, 2021, providing for a coordinated program across the entire Federal government to accelerate AI research and application for the Nation’s economic prosperity and national security. The mission of the National AI Initiative is to ensure continued U.S. leadership in AI research and development, lead the world in the development and use of trustworthy AI in the public and private sectors, and prepare the present and future U.S. workforce for the integration of AI systems across all sectors of the economy and society.

Section 5104 of the act mandated the establishment of the National Artificial Intelligence Advisory Committee (NAIAC or Committee) in accordance with the Federal Advisory Committee Act (FACA).  The Committee shall advise the President and the National Artificial Intelligence Initiative Office (NAIIO) on matters related to the National Artificial Intelligence Initiative (Initiative). The purposes of the Initiative are: (1) ensuring continued United States leadership in artificial intelligence research and development; (2) leading the world in the development and use of trustworthy artificial intelligence systems in the public and private sectors; (3) preparing the present and future United States workforce for the integration of artificial intelligence systems across all sectors of the economy and society; and (4) coordinating ongoing artificial intelligence research, development, and demonstration activities among the civilian agencies, the Department of Defense, and the Intelligence Community to ensure that each informs the work of the others.

NIST has been directed by Congress to support the NAIAC in its mission. Thus, in an effort to support the NAIAC in completing its mission, NIST is seeking contractor services to support the NAIAC by conducting research; documenting committee findings, collaborating with NAIAC Members or collaborators on research; and producing technical analysis of the committee’s findings, and recommendations as described in Section 5104(d) and Section 5104(e) of the Act.

The objective of this procurement is for the contractor to provide support and technical analysis to NIST for one year to identify topical areas of concern as described in Section 5104(d) and Section 5104(e) of the Act.  The Contractor shall provide technical and analytical support for the full NAIAC, including its working groups and Subcommittee.
