NGA updates Emerald follow-on

On December 30, the National Geospatial-Intelligence Agency (NGA) posted updates on its Emerald Follow-On opportunity. The Emerald Follow-On opportunity is still active, and several near-term updates are planned within the coming weeks. The Emerald Follow-On effort has been renamed to “Clover.”

The EMERALD Follow-On will be a 100% small business set-aside. A Draft RFP will be posted to the ARC NLT Thursday, 7 JAN 2021. It is the intent of the Government to publish the Draft document to both Beta.SAM and the UARC (with first priority to the Unclassified ARC site). A virtual Industry Day is also expected for 19 JAN 2021.  A period for comments, discussions, and/or questions concerning the follow-on will be open for 2 weeks after Industry Day, closing on 2 FEB.

INDUSTRY DAY:

The National Geospatial Intelligence Agency (NGA) will host an Unclassified Virtual Industry Day for the Clover Program Tuesday, January 19, 2021 at 0830 EDT.  The Clover Industry Day will consist of a virtual presentation led by the Clover Program Manager, along with information presented by NGA officials.  Attendees are required to register in advance by sending an email to CloverPMO@nga.mil.  Vendors must register no later than Friday, January 8, 2021.  Once received, NGA will confirm registrations with an email containing Industry Day logistics and points of contacts.  Each Vendor is authorized no more than three (3) attendees.

During the virtual presentation, NGA will describe how to submit a complete and accurate proposal.  NGA seeks to help attendees become familiar with the overall bidding process, and will highlight elements specific to the Clover Program Request for Proposal.  The overall goal is to make the bidding process as seamless and transparent as possible, with the aim to empower vendors with the information they need to be successful.  Vendors may submit questions both during and after the presentation, and NGA will answer several questions at the end of Industry Day.  Questions, comments and recommendations after industry day will be due by Noon, February 2, 2021 to CloverPMO@nga.mil.

To meet the NGA mission, the Clover Program will replace the Emerald Program and procure services to support the NGA mission.  The contract will be a Multiple Award, Indefinite Delivery Indefinite Quantity (IDIQ) Contract, as identified under Federal Acquisition Regulation (FAR) 16.504. As a member of the U.S. Intelligence Community (IC) and a Department of Defense (DoD) Combat Support Agency, NGA produces timely, relevant and accurate Geospatial Intelligence (GEOINT) to help all levels of users meet their strategic and operational needs in support of national security objectives.
