NGA releases RFP for Mentor Protege Program
On May 22, the National Geospatial-Intelligence Agency issued a request for proposals for the NGA Mentor Protege Program (Solicitation Number: HM047618R0039). Questions are due by May 31, and proposals are due by 5:00 p.m. Eastern on June 11.
This is an official Request for Proposals (RFP) for the Mentor-Protégé Program. Mentors shall identify a Protégé and submit a proposal in accordance with the solicitation instructions. A complete description of the DoD program and eligibility requirements is provided in Appendix I of the Defense Federal Acquisition Regulation Supplement (DFARS).
National Geospatial-Intelligence Agency (NGA) will conduct a competitive acquisition using FAR Par 15, Contracting By Negotiation procedures and in accordance with DFARSs Appendix I, Policy and Procedures for the DoD Pilot Mentor-Protégé Program. The associated North American Industrial Classification System (NAICS) code for this procurement will be based upon the Protégé’s primary NAICS code.
NGA intends to award multiple Mentor-Protégé Agreements with one base year and two 1-year options.
There will be two phases to this RFP. In Phase I, mentors are required to submit an Executive Summary to prevent unnecessary bid and proposal cost and ensure proposed development assistance is consistent with the program objectives as described in Statement of Work. Successful determination of executive summaries will be followed by request for oral presentations.
In Phase II, mentor will only submit a technical and cost proposal if requested to by email from NGA.
