NGA releases NOISE RFI

On May 18, the National Geospatial-Intelligence Agency posted a request for information for the National System for Geospatial-Intelligence (NSG) Consolidated Library (NCL) Operations, Integration, Sustainment Effort (NOISE) (Solicitation Number: HM0476-18-R-NOISE). Questions are due by 12:00 p.m. ET on May 31. Responses are due no later than 5:00 p.m. ET on June 18.

The purpose of this Request for Information (RFI) is soliciting ideas, capabilities, and input for an Operations and Sustainment (O&S) contract that will assume O&S functions for the NCL contract which expires in July 2019.

NGA is aggressively pursuing cloud-based solutions for all of its programs. Open Data Store (ODS) is the program that will migrate all data and Content Management Services (to include existing NCL library services) to the cloud. NCL will retire when ODS reaches Full Operational Capability (FOC), expected Mid FY2020.

NCL is an established centralized Net-Centric and Data-Centric NSG operational and systems framework, implemented utilizing Application Service Provider (ASP) & Infrastructure Service Provider (ISP) efficiencies. NCL operates in a multiple security level environment to host GEOINT imagery, imagery support data and products at the TS/SCI, S/C, and Unclassified levels. The NOISE contract will provide O&S to the NCL baseline through retirement, supporting NGA’s Mission needs for current and legacy data.

Mission success within the Intelligence Community (IC) and Department of Defense (DoD) is critically dependent on information sharing and the ability to manage, discover, retrieve, and access information across boundaries. NGA is moving to the IC Information Technology Enterprise (IC ITE) business model to share information using a common cloud-based solution. IC ITE will allow IC agencies to rapidly scale to share information within a single enterprise information technology infrastructure.

The purpose of this RFI is to gain information on current industry practices and capabilities that will meet NGA’s requirements for the interim operational support to the legacy, data center based NCL software baseline thru NCL end of life.
