NGA posts RFI for in-place monitoring system

On March 19, the National Geospatial-Intelligence Agency (NGA) posted a request for information (RFI) for an in-place monitoring system (IPMS) for Next NGA West (N2W). Responses are due by 5:00 p.m. Eastern on April 2.

NGA in support of the Next NGA West Program Office is seeking information on contractors that can:

  • Perform Radio frequency (RF) spectrum analysis site survey to create a baseline of the electromagnetic (EM) spectrum and RF presence to provide data about RF environmental characteristics of the facility and the site.
  • Provide IPMS capable of scanning the RF Spectrum from 5KHz to 30GHz, with options for extending the frequency ranges.
  • Design and install sensor placement to, at minimum, detect a 1mW signal within a 75ft radius or installation one sensor per approximate 9000 sq ft.
  • Maintain sensor synchronization when conducting signal analysis on one or more sensors.
  • Design and provide IPMS capable of 24h/365d monitoring, analysis, signal localization and post-collect analysis of RF, WIFI, Bluetooth and Zigbee signal technologies locally and remotely.
  • Provide complete functional system comprised of necessary detection, geolocation, synchronization, intercommunication infrastructure, storage, database, and analysis components.
  • Provide complete and accurate system documentation for record.
  • Provide necessary training and functional documentation necessary for operations. Assist with necessary documentation and provide support in achieving and maintaining ICD 503 Assessment and Authorization (A&A) standards and shall assist in the process to achieve and maintain the Authorization to Operate (ATO).
  • Provide a minimum of a one-year equipment and installation warranty with options to extend.

 

The purpose of this RFI is to gain information on contractors capable of providing an IPMS. The intent is for industry to share their experience with similar efforts and to provide comments and suggestions on providing NGA the required equipment and services. The Government plans to use the information provided by industry to develop a comprehensive procurement strategy.

NGA N2W will deliver a modern, flexible, and collaborative facility in support of NGA’s evolving geospatial intelligence mission, offering open and innovative partnering spaces, advanced technology solutions, and a sustainable environment that serves the Agency’s mission and employees for the next 100 years. Supporting NGA’s mission, Security and Installations (SI) is tasked with securing NGA equities and has a need for an IPMS.
