NGA posts RFI for decision support software tool
On November 29, the National Geospatial-Intelligence Agency posted a request for information for a Planning, Programming, and Budgeting Decision Support Software Tool. Responses are due no later than 5:00 p.m. Eastern on December 8.
NGA is seeking information from industry on its capability to provide a decision support software tool (DSST) to enable and enhance NGA decision-making in the determination of mission priorities and during its annual intelligence planning, programming, and budgeting (IPPB) processes. These processes map broad intelligence community (IC) and Geospatial Intelligence (GEOINT) strategic priorities and missions to specific programs which are allocated resources (funding, manpower, etc.) in accordance with Federal Government fiscal guidance, supplemented by NGA internal intelligence planning and programming guidance.
As the GEOINT functional manager within the IC, Director, NGA is responsible for determining mission priorities in preparing annual President’s Budget (PB) requests for the National Geospatial-Intelligence Program (NGP) and for providing GEOINT-related funding requests for inclusion in the Military Intelligence Program (MIP) budget. NGA currently uses Government-standard word processing and spreadsheet tools to conduct mission prioritization and internal planning, programming, and budgeting activities. These tools are manually intensive and consume a significant amount of NGA resources to produce decision-quality information for NGA leadership consideration during the annual IPPB cycle. The increasing complexity of IC and GEOINT functional IPPB activities demands a solution that can improve NGA staff productivity by: 1) increasing stakeholder involvement and collaboration in NGA mission management and IPPB activities; 2) streamlining and automating certain internal NGA program build functions; 3) providing means to prioritize resource requirements and conduct/examine “what if” trade-offs; and 4) providing improved visual cues and presentations to inform leadership and enable more timely and effective decision making, all while providing a graphically friendly and intuitive user experience.
This RFI provides high-level DSST functional requirements and seeks industry insight into current and potential capabilities and solutions that address these needs. The solution must provide consistent, accurate, and timely decision support tools and data to integrate multiple stakeholders, automate and streamline recurring resource allocation and program assessments, and assist NGA leaders with strategic and resource optimization, prioritization and program management decisions. NGA is also interested in industry perspectives regarding solutions that can function seamlessly within the classified work environments and unique governance structures associated with the IC.
It is anticipated, but not guaranteed that NGA will use responses to this RFI to conduct a future procurement for the capabilities described herein. Additionally, the Government may conduct one-on-one market research sessions with Respondents to further understand market capabilities as it pertains to this RFI.
