NGA posts RFI for AIT consulting
On February 16, the National Geospatial-Intelligence Agency (NGA) issued a request for information for acquisition and information technology (AIT) consulting services. Responses are due by 12:00 p.m. Eastern on February 29.
NGA’s Open IT Solutions Office (TEI) is seeking information from vendors that could provide executive and specialized consulting services to assist with developing the common framework and implementation of the program executive office (PEO) construct for the existing and future programs within the TEI organization as described in the draft PWS.
A PEO is the main entity responsible for the cost, schedule, and performance in a DoD Acquisition program. A PEO may be responsible for Program Management (PM) of a specific program (e.g., the Joint Strike Fighter), or for an entire group of similar programs. NGA is adapting a PEO Construct and governance to improve Acquisition rigor across the Agency. The goal is to improve transparency, consistency, clarify authorities, and drive accountability in financial management at NGA. The objective of the PEO construct is to:
- Give the Agency an authoritative inventory of programs
- Establish a clear acquisition governance structure
- Centralize the oversight of program activities
- Establish standardization, common lexicon, and business processes for acquisitions across the Agency
- Accelerate GEOINT technology acquisitions and integration (horizontal/vertical integration across programs)
NGA is not at this time seeking proposals and will not accept unsolicited proposals. A complete response consists of a white paper not to exceed 7 pages and the Comment Matrix. Responses are due no later than 12:00 pm ET on 29 February 2024 and shall be submitted via e-mail as a message attachment.
