NGA issues NCCA sources sought ahead of possible sole source award

On December 27, the National Geospatial Intelligence Agency (NGA) issued a sources sought notice for National Commission for Certifying Agencies (NCCA) ahead of a planned sole source award. Companies wishing to compete for this procurement should respond by 11:00 a.m. Eastern on January 11.

The National Geospatial Intelligence Agency (NGA) is issuing this special notice to inform industry contractors of the intent to execute a firm-fixed-price, sole source award under FAR Part 13 – Simplified Acquisition Procedures (SAP) as prescribed in FAR Subpart 13.106-1(b)(1)(i) to Institute for Credentialing Excellence, 2025 M Street NW, Washington, DC, 20036-3309. The requirement is to provide a 12-month Annual Membership and Credentialing services for NGA.

In accordance with Department of Defense (DoD) issuance, NGA administers 10 certifications, with each in various stages of development.  The DoD directs each GEOINT Professional Certification (GPC) to be accredited by the National Commission for Certifying Agencies (NCCA).  NCCA standards require demonstration of a valid and reliable process for development, implementation, maintenance, and governance of certification programs.  The Institute of Credentialing Excellence (ICE) is the only known accrediting body recognized by the NCCA to conduct the certification of programs to receive NCCA accreditation.

This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any entity that believes it can meet this requirement identified in the attached Performance Work Statement (PWS) may give written notification no later than 11 am EST on 11 January 2024. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
