National Guard Bureau seeks small business intelligence analysis support
On May 24, the U.S. Army National Guard issued a presolicitation notice for intelligence analysis (Solicitation Number: W9133L-16-R-0082).
This presolicitation notice serves as a synopsis in accordance with FAR 5.2 and FAR 19.804-2(c). The anticipated solicitation date is on or about 9 June 2016 or shortly thereafter, and will be solicited through FBO.gov.
This is a 100% competitive set-aside to Small Business Administration (SBA) 8(a) Business Development Program participants only.
This requirement consists of knowledge-based services in support of the National Guard Bureau (NGB) Joint Staff’s, Joint Intelligence Analysis Doctrine, and as such represents the equities of the Chief of the National Guard Bureau (CNGB). The objective of this requirement is to supplement the CNGB and the United States’ 54 states and territories with intelligence analysis in order to inform all National Guard Bureau stakeholders on current domestic and foreign threats. In addition, this effort will supplement Domestic Operations (DOMOPS) and DoD Support to Civil Authorities (DSCA). The contractor shall provide intelligence analysis with a specific focus on intelligence reporting, Joint Incident Awareness and Assessment Team (JIT) activities, and Intelligence Oversight (IO). Tasks incorporated within the PWS include intelligence reporting, cyber analysis, JIT Training, and IO analysis, reporting and training.
The Government estimates a base period of performance of eight (8) months and the inclusion of three (3), 12-month option years. The perspective contractor must have a Top Secret Facility Clearence as of the closing date of the anticipated solicitation.
