Missile and Space Intelligence Center posts RFP for scientific computing for analysis support

DIA 112On March 4, the Virginia Contracting Activity issued a request for proposal for scientific computing for analysis support. Proposals are due by April 4 no later than 10:00am Central, according to FedBizOpps.

The Virginia Contracting Activity (VACA), on behalf of the Defense intelligence Agency/Missile and Space Intelligence Center (MSIC), Building 4545, Fowler Rd, Redstone Arsenal, AL 35898-5500, has a requirement for contractor support services to provide Scientific Computing for Analysis support for the analytical network, modeling and simulation computationally-intensive computer systems operations, High Performance Computer System (HPCS) operations and HPCS hardware and software maintenance.

Selection for award will be made to the offeror who meets the requirements and offers the best value to the Government based upon evaluations of proposal in the areas of technical capability, cost, management, past performance and small business participation. No other notice shall be issued other than this one.

The Government anticipates issuing a single requirements type contract, where each order may be issued as a Cost-Plus-Fixed-Fee (CPFF) Completion, Cost-Plus-Fixed-Fee Term (LOE), Time and Materials (T&M), or Firm-Fixed-Price (FFP) based on each individual task requirement, and whereby funds are obligated by issues of individual task orders. The NAISC Code is 541712.

Five (5) copies of the proposal must be delivered if the proposal is submitted in hard copy form. If the proposal is submitted electronically only one (1) copy should be submitted. The pricing model must be submitted electronically whether your proposal is submitted electronically or not.

This RFP is being issued on an unrestricted competition basis. Subcontract plans will be required where applicable. The contract period of performance shall be five (5) 1-year ordering periods exercised separately. Offerors must be registered in SAM to conduct business with this Government organization. Place of performance shall be at the Missile and Space Intelligence Center, Building 4545 Fowler Rd., Redstone Arsenal 35898-5500. While the Scope of Work for this effort is not classified, a TOP SECRET facility clearance is required and personnel physically working in the MSIC facilities must have a TS/SCI Clearance.
