INSCOM posts RFI for IC cloud services

On May 2, the U.S. Army Intelligence and Security Command posted a request for information for the Intelligence Community (IC) Commercial Cloud Services (C2S) Contract Army C2S Task Order (Solicitation Number: W26MT980601803). Responses are due by 11:00 a.m. Eastern on May 4, according to FedBizOpps.

The National Ground Intelligence Agency has a new FY17 requirement to support the U.S. Army Intelligence Community using cloud based technology services as provided on the Intelligence Community Information Technology Enterprise (IC ITE) to enable compute, storage, processing, analysis, and sharing of intelligence information with the other members of the U.S. Intelligence Community (IC). Commercial Cloud Services (C2S) is critical to the intelligence infrastructure at NGIC; C2S is a private commercial cloud for the IC, based on Amazon’scloud solution called Amazon Web Services (AWS). The Director of National Intelligence directed (memorandum ES 2014-0057) all IC elements to “transition from legacy applications and systems and data housing and storage services to the IC Cloud and plan to program resources to prepare data for ingestion in accordance with IC ITE standards.” This memorandum lists C2S as the mechanism for IC elements to connect to the IC Cloud. The Central Intelligence Agency (CIA) is the executive agent for the C2S program/contract. The CIA has established the C2S IDIQ contract(2013-130131000003) to allow all IC elements to issue Task Orders in order to connect to  the IC Cloud. This will be a 12 month task order against the C2S contract.

Background

Migration to the Intelligence Community (IC) Information Technology Environment (ITE) Cloud provides the opportunity to evaluate and potentially re-invent how Army MI delivers IT services and make use of Intelligence data and analytics to meet mission requirements.  The IC Cloud is currently composed of the IC Government Cloud (IC-GovCloud) and Commercial Cloud Services (C2S), which is Amazon Web Services (AWS) for the IC.  The IC-GovCloud facilitates IC-wide big data operations and analytics with an accredited platform and suite of data services.  The C2S is the utility component of the IC Cloud and follows standard commercial cloud provider practices through employment of a shared responsibility model where the cloud service provider and tenant are each responsible for different aspects of the cloud. The C2S provider is responsible for the baseline services and the tenant is responsible for security authorization of service usage, configurations and the applications hosted on C2S.

In support of Army MI IC ITE adoption efforts managed by DCS G2 and INSCOM, the NGIC serves as the Army MI IC ITE Cloud Provisioning Lead to implement the architecture and required services and facilitate Army MI adoption of the IC Cloud services on the Top Secret, Secret, and Unclassified domains where available. In this capacity the NGIC manages the Army MI Commercial Cloud Service Provider (AC2SP) that comprises the account management, architecture, networking, and core services necessary to facilitate Army MI cloud adoption across all IC Cloud network domains.
