IARPA extends SoURCE CODE deadline

On May 20, the Intelligence Advanced Research Projects Activity (IARPA) announced that it is extending the deadline for Technical Areas 1, 2, and 3 of the Securing Our Underlying Resources in Cyber Environments (SoURCE CODE) Program broad agency announcement (BAA). Proposals for Technical Areas 1, 2, and 3 are now due by 5:00 p.m. Eastern on June 14.

The SoURCE CODE program is seeking to provide novel technologies to assist forensic experts in making determinations of the most likely attackers, based on coding styles. The program will explore full feature spaces in binary code and source code files to measure the similarity between files and provide information to forensic experts to the likely origins (country, groups, individuals, etc.). This capability would enable the automated matching of similar binaries from known samples, allowing analysts to speed up the attribution of malicious attacks to improve law enforcement and intelligence community responses. SoURCE CODE systems shall provide evidence or explanations, beyond just a similarity score, to assist forensic experts in making a final attribution.

SoURCE CODE aims to create systems that can accomplish similarity and demographic analytics under multiple conditions encountered by Law Enforcement and U.S. Intelligence Community stakeholders. Program phases are designed to test Performer systems against increasingly challenging data scenarios.

IARPA is seeking innovative solutions for the SoURCE CODE Program in this BAA, which is envisioned to be a 30-month effort across all focus areas, beginning approximately July 2024. Technical Area 1 is unclassified. Technical Areas 2 and 3 are classified efforts. A Classified Addendum to this BAA, including the Description for Technical Areas 2 and 3 will be distributed separately to qualified offerors.
