DSIAC posts BCO sources sought

On June 29, the U.S. Air Force posted a sources sought notice for the Defense Systems Information Analysis Center basic center operations (Solicitation Number: FA8075-18-DSIACBCO). Responses are due no later than 4:00 p.m. on July 30.

The Department of Defense, Information Analysis Centers (DoD IAC) sponsored by the Defense Technical Information Center (DTIC), a Department of Defense (DoD) Field Activity under the Under Secretary of Defense for Research and Engineering (USD (R&E is conducting market research to determine industry, small business capability to perform core functions of the Defense Systems Information Analysis Center (DSIAC) in the following focus areas: 1) Advanced Materials, 2) Autonomous Weapon Systems, 3) Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR), 4) Directed Energy, 5) Energetics, 6) Military Sensing, 7) Non-lethal Weapons, 8) Reliability, Maintainability, Quality, Supportability, and Interoperability (RMQSI), 9) Survivability and Vulnerability, and 10) Weapons Systems.

This market research will aid the DoD IACs Program Management Office in determining whether there is sufficient small business capability to support a small business set-aside. Regarding small business set-aside considerations, it is important to note that responses to this sources sought notice 1) must create the reasonable expectation that offers will be obtained from at least two responsible small businesses ( all of whom have Defense Contract Audit Agency (DCAA)-confirmed adequate accounting systems suitable for a cost reimbursement contract), 2) must clearly demonstrate the capability to bring the best scientific and technological resources to bear and 3) must do so in an manner that would ensure that at least 50 percent of the cost of contract performance incurred for personnel would be expended by employees of that small business concern. In addition, small business size status responses to this sources sought notice will be verified by the government via the System for Award Management (SAM) before making any small business set-aside determination and as such, it is imperative that small businesses ensure their SAM records are current and accurate (https://www.sam.gov).

Industry responses to this sources sought shall be submitted by completing the attached Sources Sought Questionnaire (Attachment 1). Additional materials and information should not be submitted and will not be reviewed or considered. Respondents shall not alter the questionnaire format. This sources sought notice is in the service of awarding a follow-on contract to the existing DSIAC BCO contract (FA8075-14-D-0001), which was awarded as a small-business set-aside.

It is the responsibility of parties interested in this DSIAC BCO market research effort to monitor Solicitation Number “FA8075-18-DSIACBCO” at FedBizOpps.Gov (https://www.fbo.gov) and towards that end the government recommends that interested businesses place themselves on the FedBizOpps.Gov “Watch This Opportunity” list, which will generate automatic email notification of any changes to the FedBizOpps.Gov announcement. Interested businesses might also take advantage of the FedBizOpps.Gov “Add Me to Interested Vendors” list should they desire that other interested parties know of their interest in these requirements.
