DISA is looking for counterintelligence service support

On March 16, the Defense Information Systems Agency (DISA) Counterintelligence (CI)/Insider Threat Team announced that it is seeking sources for Counterintelligence (CI) Service Support for the DISA CI/Insider Threat Team at Ft. Meade, MD (HC1028-16-P-0040). Vendors who wish to respond to this should send responses via email NLT 4:00pm Central Time (CT) on April 17.

The DISA CI/Insider Threat team is seeking information for potential sources for  assistance to the DISA counterintelligence efforts to ensure all aspects of Agency Defense Critical Infrastructure Protection (DCIP) Programs, Research, Development and

Acquisition (RDA) and Research Development Test and Evaluation (RDT&E) programs are in compliance with Agency and other governmental CI policies, directives, instructions and procedures; support advance notifications of foreign travel and contact with foreign nationals for all personnel and report these notifications to the DISA CI/insider Threat Team according to DoD Instruction 5240.6; support analysis of Committee on Foreign Investment in the United States (CFIUS) transactions; and support cyber and insider threat analysis.

The current contract provides on-site qualified personnel to perform counterintelligence duties in support of the DISA Counterintelligence Team mission, per governing regulations/instructions. The contracted services ensure DISA has adequate counterintelligence support, which includes, but is not limited to: ensuring RDA programs are in compliance with published governing regulations/instructions; supporting advanced notification of foreign travel; providing foreign travel training; assisting in the identification of CPI in the preparation of PPP; assisting in conductance of CI inquiries; monitoring/auditing/analyzing information systems for suspicious activity; analyzing and reporting insider threat activity, and taking appropriate mitigating action. In support of the DISA counterintelligence mission, travel may be required periodically to other DISA locations.
