DCSA posts EVSS RFI

On June 2, the Defense Counterintelligence and Security Agency (DCSA) released a request for information (RFI) for Entity Vetting Support Services (EVSS). Responses are due by 1:00 p.m. Eastern on June 9.

DCSA is issuing this RFI as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Industrial Security (IS) & Counterintelligence (CI) Directorates EVSS.

Interested organizations must demonstrate the ability to perform the following specific tasks:

  • AA&E Program Support: Provide business process, data analysis, and reporting support for Arms, Ammunition and Explosives (AA&E) program management, including PASS request processing and expenditure tracking.
  • Entity Vetting & Risk Management: Conduct entity vetting, due diligence, and risk management activities to assess and mitigate Foreign Ownership, Control, or Influence (FOCI) risks within the National Industrial Security Program (NISP), including the development and implementation of Risk Management Strategies (RMS).
  • Counterintelligence Analysis: Conduct all-source counterintelligence analysis to identify, assess, and report on Foreign Intelligence Entity (FIE) threats to cleared industry, cleared personnel, and sensitive U.S. technologies.
  • Stakeholder Collaboration: Collaborate with government agencies, industry partners, and internal DCSA stakeholders to support information sharing, risk mitigation, and program implementation.
