DCSA posts counterintelligence and insider threat RFI
On November 7, the Defense Counterintelligence and Security Agency (DCSA) posted a request for information (RFI) seeking sources for the provision of Strategic Engagement Subject Matter Experts in support of the DCSA Counterintelligence and Insider Threat. Responses are due by 10:00 a.m. Eastern on November 22.
This is a non-personal services contract to provide strategic engagement support services to the Mission Management Branch (MMB) in the Office of Counterintelligence (OCI). The Government must not exercise direct supervision or control over the contract service providers performing the services herein. Such contract service providers must be accountable solely to the Contractor who, in turn is responsible to the Government.
The MMB provides dedicated support managing the Critical Technology Identification Program between OCI and the 11 combatant commands. MMB ensures that requirements developers and end users of cleared contractor developed technology are included in the threat identification, assessment, and countering of foreign intelligence entity collection. MMB also provides sustained effort towards planning and coordinating with the US Government (USG) and foreign allies. Lastly, MMB conducts long-term coordination between The Defense Counterintelligence and Security Agency (DCSA) and the multitude of National Counterintelligence (CI) officers within the National Counterintelligence and Security Center.
Provide CI and strategic engagement subject matter expert (SME) support to multi-agency coordination, the identification of long-term collaboration opportunities, and the development of decision briefings including recommended courses of action (COA).
The Contractor will provide in-depth strategic/operational planning expertise for the development and enhancement of CI support to Department of Defense (DoD) and the Defense Industrial Base (DIB). Additionally, the Contractor will analyze and develop strategies to respond to state based and global terrorist threats to include an understanding of their efforts, intentions and methodologies in targeting the DoD and DIB for intelligence purposes.
