NGA posts HRM-II draft RFP

On September 3, the National Geospatial-Intelligence Agency (NGA) posted a Special Notice/ Synopsis to issue the DRAFT Request for Proposal (RFP) HM047626R0018 for public notice for NGA Human Resource Management II (HRM II).

The estimated release date of solicitation HM047626R0018 is on or around 15 days after the posting of this synopsis. The Government currently anticipates 30 days for a Technical Proposal response.

The HRM II RFP will be a commercial effort under FAR Part 12 and the Government anticipates using Best Value – Tradeoff evaluation methods and acquisition procedures as described in FAR Part 15. Contract award will be made to the offeror who provides the best overall value to the Government in terms of evaluation factors listed in Section 5 of the RFP. The procurement will be conducted using full and open competition procedures. The Government contemplates award of a performance-based contract using Firm Fixed Price (FFP) and Time-and-Materials (T&M) CLINs resulting from the solicitation. The period performance is anticipated to be a one (1) year base period with four (4) twelve (12) month option periods.

The National Geospatial-Intelligence Agency requires comprehensive Human Resource Management support services across the employee lifecycle. The requirement includes support for functions such as personnel data processing, talent acquisition support, talent development support, strategic workforce planning, employee support services, performance records management, benefits processing, retirement tracking, and related HR management support activities.
