Navy issues RESTORE RFP

On November 10, the Department of the Navy, Naval Information Warfare Center (NIWC) Pacific issued a solicitation for Reverse Engineering, Science, and Technology for Obsolescence, Restoration, and Evaluation (RESTORE). Questions are due by 2:00 p.m. Pacific on November 19, and proposals are due by 2:00 p.m. Pacific on December 15.

NIWC has a requirement to provide for research, development, simulation, evaluation, and engineering services for manned and unmanned Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) platforms, systems, modeling, simulation, analysis, testing, systems integration, training, technology demonstration, and computer programming to support the sustainment, research, innovation, experimentation and testing of C5ISR systems and capabilities.

The NAICS code for this procurement is 541330 with a size standard of $47 million. Note: The deadline for submission of questions is 19 November 2025 at 14:00 PST. The proposal deadline is 15 December 2025 at 14:00 PST.
