On September 26, the Defense Intelligence Agency posted a request for information (RFI) for the Data Science, Operations, Requirements, Exploitation, and Enhanced Engineering (DORE3) requirement. Requests to attend the presolicitation conference must be received by 10:00 a.m. Eastern on October 3. Responses to the RFI are due no later than 4:00 p.m. Eastern on October 10.
Virginia Contracting Activity (VACA) requires information pertaining to industry’s availability to provide Advisory and Assistance Services (A&AS) for the support of the Defense Intelligence Agency (DIA) Directorate of Science and Technology (S&T) and other Intelligence Community (IC)/Department of Defense (DoD) elements. Services provided herein will facilitate intelligence functions performed for the IC and DoD organizations, as well as their respective partners and customers.
This notice serves as (1) announcement of a pre-solicitation conference to involve potential offerors early in the acquisition process in accordance with FAR Part 10 “Market Research”; and (2) a request for information (RFI) notice to the contractor community pursuant to FAR 15.201 “Exchange with industry before receipt of proposals.”
DIA’s S&T mission is to develop and deliver leading edge scientific and technical capabilities; lead and prioritize S&T enterprise programs that enhance analysis, collection, operations, and acquisition activities; and conduct specialized technical collection and exploitation activities in order to prevent strategic surprise. S&T works with the intelligence community, Combatant Commands (CCMDs), and other federal agencies to identify capability gaps; review requirements; develop both plans of action and programs of record to meet these gaps and requirements; develops and applies new capabilities based upon maturing and/or mature technologies; operationally assesses these new capabilities and either employs or transitions them.
