NGA posts CAT B RFI

On October 13, the National Geospatial-Intelligence Agency (NGA) posted a request for information (RFI) for the Category B (CAT B) Nautical Cartography Program. Responses are due by 5:00 p.m. Eastern on October 27.

NGA, in support of the Source Foundation Hydrography (SFH) office, is seeking information on how an interested contractor could provide training for an internationally certified Category B (CAT B) Nautical Cartography Program that is recognized by the International Hydrographic Office (IHOs) Standards of Competence for Nautical Cartographers (S-8) suitable for NGA analysts performing Maritime functions. The purpose of this RFI is to meet international standards, improve maritime products, and expand international credibility.

NGA has a mission-critical need for a comprehensive CAT B Nautical Cartography Program Certified to the IHO Standards of Competence for Nautical Cartographers. S-8 is the standard describing the competences for nautical cartographers. Category B programs introduce the competences from a practical level and provide the practical comprehension, along with the essential theoretical background, necessary for individuals to carry out the various nautical cartography tasks. Specifically, this training will include components of instruction: Foundations of Marine Geospatial Information; Assessment, Compilation & Production; Marine Environment: Physical Characteristics & Legal Issues; Marine Spatial Data Infrastructure; Remote Sensing for Hydrographers.

The Government representatives may or may not choose to meet with potential RFI service provider. Such meetings and discussions would only be intended to get further clarification of potential capability, especially any development and certification risks.
