DIA seeks sources for Foreign Language VR, AR Solutions

On July 22, the Virginia Contracting Activity, on behalf of the Defense Intelligence Agency, posted a sources sought notice for Foreign Language Virtual Augmented Reality Solutions. Responses are due by 12:00 p.m. Eastern on August 1.

Virginia Contracting Activity (VACA) anticipates establishing a contract under North American Industrial Classification System (NAICS) Code 541990, “All Other Professional, Scientific, and Technical Services” with a Small Business Standard of $15,000,000. VACAis issuing this notice in order to solicit capability statements from qualified sources to ensure sufficient competition exists to meet the Government’s requirements. It is the Government’s intent to use information gathered in response to this notice to assist in Market Research to determine whether to, in accordance with applicable laws, set-aside, solicit offers from all responsible sources or use the GSA Federal Supply Schedule (FSS). GSA FSS holders are encouraged to submit their current GSA FSS number(s) and appropriate SIN(s). The anticipated length of performance is a base peirod of one (1) year and four (4) one (1) year options.

Background:

The Defense Intelligence Agency has a requirement to provide foreign language training to all employees with demonstrated skills in a foreign language. DIA is interested in implementing virtual reality (VR) and augmented reality (AR) for foreign language training to enable DIA participants to enter a virtual environment (VE) and utilize their language skills in a manner similar to the experience of participating in an overseas immersion.

Response Requested:

This notice is a market research tool being used to determine the availability and capability of potential sources prior to determining a procurement strategy. No basis for a claim against the Government shall result from a response to this notice. If a solicitation is issued as a result of this Sources Sought, information submitted in response to this notice may be used to determine the appropriate procurement strategy. All qualified firms are encouraged to respond.
