USSOCOM posts intelligence studies RFI

ussocomOn November 4, the U.S. Special Operations Command posted a request for information for research, analysis, and reports of global elites (Solicitation Number: Intelligence-Studies-RFI). Responses are due no later than 4:00pm on November 14.

 The purpose of this Request for Information (RFI) is to conduct market research which will be used to plan and implement an acquisition strategy to procure services for Open Source Data Research.

Interested Vendors: USSOCOM is requesting responses to the following criteria as described in this RFI. Please note: Vendors who do not have TS facility clearance and storage capability at the Secret Level will not be cleared to receive any actual solicitation documents in the event the Government issues a solicitation.

A detailed and thorough response to this RFI is necessary in order to assist USSOCOM in determining the potential levels of interest, acquisition strategy, and technical capability of Interested Vendors.

NOTE: “Elite”, for the purposes of this RFI, represents one whose opinions, actions, and decisions influence political, economic, military, and public events.

Capability:

Recent and relevant extensive experience utilizing disparate sets of all-source data, media, mixed-media, Government Furnished Information (GFI), including classifications up to TS/SCI, into analysis and reports in languages associated with Elite research, i.e. English, Farsi, Korean, Arabic, Pashtu, e.g.

Extensive experience translating data into reports that can be mapped, updated, tracked and analyzed to provide timely assessments tailored to meet specific requirements.

Research, analysis, and reports may include but are not limited to:

– Countries of Interest (COI)s and Region of Interest (ROIs) – Population, events, topics, e.g.

– High level of the Global view of Elites

– Regional view of Networks and Technologies of Elites

– Future progressions of Elite technologies, networks,e.g.

– Elite responses to internal/external stimuli, i.e. events, topics, campaigns, e.g.

Interested Vendors should respond to the personnel listed below with a notice of intent (NOI) and a summary of their firm’s capability (white paper) combining the experience as described above.
