SPAWAR to issue RFP for CANES VE training

On September 21, the U.S. Space and Naval Warfare Systems Command posted a presolicitation notice for its Consolidated Afloat Networks and Enterprise Services (CANES) Virtual Environment (VE) Training requirement (Solicitation Number: N00039-17-R-0007).

The Space and Naval Warfare Systems Command (SPAWAR), in support of the Program Executive Office for Command Control, Communications, Computers, and Intelligence (PEO C4I) Program Manager, Warfare (PMW) 160, Tactical Networks, intends to issue a Full and Open competitive Request for Proposal (RFP) N00039-17-R-0007 for the procurement of a Virtual Environment (VE) Training solution in support of the Consolidated Afloat Networks and Enterprise Services (CANES) program in Q1FY18 timeframe.

CANES is the Navy’s Program of Record (POR) that consolidates and replaces existing afloat networks providing the necessary infrastructure for applications, systems and services required to dominate the cyber warfare tactical domain. CANES represents a key aspect of the Navy’s modernization planning by upgrading cybersecurity, command and control, communications and intelligence systems afloat, and by replacing unaffordable and obsolete networks.

The Government anticipates issuing a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The contract will include a five (5) year ordering period. The Government anticipates utilizing a Cost Plus Fixed- Fee (CPFF) / Cost Plus Incentive Fee (CPIF) CLIN structure for development of the Virtual Environment of the current CANES Operational Baseline, Trainers, and Hosting Environment. Notionally, it’s the Government’s intent to issue the initial Task Order (TO) for the CANES Operational training baseline on a CPIF completion basis. Changes to the CANES Operational Baseline that will occur due to obsolescence and software changes, as well as the hosted and connected applications curriculum, will be issued on a CPFF Level of Effort (LOE) basis.
