SPAWAR posts sources sought for C5ISR support

On February 14, the Space and Naval Warfare Systems Command posted a sources sought notice for SSC Atlantic Programmatic, Engineering & Logistics Support.

This Sources Sought Notice (SSN) announcement issued for the purpose of determining the capabilities of firms in the developmental phase of the 8(a) program. Therefore, it is restricted to U.S. Small Business Administration (SBA) certified 8(a) firms with current and relevant experience within the requirements below. Eligible firms having the capabilities to perform the tasking described in this SSN are encouraged to respond. It should be noted that any resultant contract will require at least 50 percent of the cost of the contract performance incurred to be expended for employees of the concern proposing as a prime (except for certain unpopulated joint ventures under certain circumstances). Refer to FAR Clause 52.219-14, Limitations on Subcontracting (NOV 2011) for the prescription and complete version of the clause.

In accordance with FAR Part 10, Space and Naval Warfare Systems Center (SPAWARSYSEN) Atlantic is conducting market research to identify qualified U.S. Small Business Administration (SBA) certified 8(a) firms capable of  performing the Programmatic, Engineering & Logistics Support service efforts summarized below and included in the attached Performance Work Statement (PWS). SPAWARSYSCEN Atlantic is seeking capability statements which identify vendors current capabilities to perform/execute the requirements summarized in Section 6 and detailed in the attached draft Performance Work Statement (PWS). Based upon the market research findings, the Government reserves the right to consider a set-aside for the 8(a) small business preference group. Within a reasonable time for evaluation of responses SPAWARSYSCEN Atlantic will post the procurement decision on e-Commerce and FedBizOpps (FBO).

SPAWARSYSEN Atlantic requires contractor support for the entire spectrum of non-inherently governmental services  and solutions (equipment and services) associated with the full system lifecycle support including research, development, test, evaluation, production and fielding of sustainable, secure, survivable, and interoperable Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, Reconnaissance (C5ISR), Information Operations, Enterprise Information Services (EIS) and Space capabilities. Additional support requires Program Management and DoD Acquisition Life Cycle expertise and experience.
