SPAWAR ISR RFP is days away

On August 3, the Space and Naval Warfare Systems Command issued a presolicitation notice for Development, Technical, Management, and Engineering Services for Intelligence, Surveillance, and Reconnaissance Systems (Solicitation Number: N66001-17-R-0494).

The Department of Navy, Space and Naval Warfare Systems Center, Pacific (SSC Pacific), intends to issue Request for Proposal (RFP) No. N66001-17-R-0494 for program and configuration management, logistics, technical services, systems engineering, algorithm development, hardware and software development, material analysis, data processing, testing, repair, installation, deployment, recovery, and analysis in support of Intelligence, Surveillance, and Reconnaissance (ISR) activities. These ISR activities may include support related to chemical, nuclear, biological, and radiological (CNBR) elements, unmanned ground systems for United States Marine Corps (USMC) applications, as well as Explosive Ordnance Disposal (EOD).

The anticipated action will be a multiple award indefinite-delivery indefinite-quantity (IDIQ) contract with cost-plus-fixed-fee (CPFF) and cost pricing arrangements. The period of performance will include a two-year base period and one three-year option period. Orders will be placed pursuant to the ordering process at FAR 16.505(a). The North American Industry Classification System (NAICS) Code is 541330 Engineering Services and the Small Business Size Standard is 38,500,000 employees. Security classification will vary from Unclassified to TOP SECRET classification. This requirement will be competed on a full and open basis. This requirement is a follow-on to the following suite of multiple award contracts: N66001-13-D-0017 (Booz-Allen Hamilton Inc.), N66001-13-D-0018 (DRS Technical Service Inc.), N66001-13-D-0019 (General Dynamics Information Technology), N66001-13-D-0020 (Northrop Grumman Systems Corp.) , and N66001-13-D-0021 (Science Applications International Corp).

SSC Pacific anticipates that the final RFP for N66001-17-R-0494 will be released no earlier than 18 August 2017. The solicitation will only be available electronically. Electronic copies of the RFP may be obtained from the SPAWAR E-Commerce website at https://e-commerce.spawar.navy.mil under SSC Pacific “Open Solicitations.” Hard copy versions of the RFP and any subsequent amendments will not be available. Firms are encouraged to review the website regularly for important solicitation information.
