NGA issues draft RFP for planned EMERALD IDIQ solicitation

National Geospatial Intel 112The National Geospatial-Intelligence Agency (NGA) has posted a draft RFP for the EMERALD IDIQ program (Solicitation Number: HM0476-15-R-0001). Responses are due no later than 9:00am EST on May 7.

The National Geospatial-Intelligence Agency (NGA) invites industry to review and respond to the Draft Request for Proposal (RFP) on the EMERALD Indefinite Delivery Indefinite Quantity (IDIQ) Program. The Emerald Program has been previously referred to as the RDAS Follow-On, RDAS II and Business Management Solutions (BMS).
This effort redefines the Resource, Decision, and Acquisition Support (RDAS) program approach and encompasses a similar, but not identical, scope. Furthermore, it reorganizes the approach for satisfying the government’s support needs for Lifecycle Acquisition Support activities, Strategic Financial Management Support activities, and Strategic Business Management Support activities.

The EMERALD program will support the accomplishment of the NGA mission by providing support services that enable effective program management, financial management and acquisition support of specific programs, organizations, processes and procedures. RDAS currently provides approximately 700 contractors in support of 39 Blocks of Work (equivalent to task orders). The EMERALD Program office plans to capture these requirements in new task orders and to award the task orders prior to the expiration of the RDAS contract.

NGA intends for this acquisition to be a 100% Small Business Set-Aside. The NAICS code is 541611 with a size standard of $15M. NGA intends for this acquisition to have a special non-mitigatable OCI clause as described in Section H of the RFP.

Interested parties may view the Draft RFP through the UNCLASSIFIED IC-ARC Website at https://arc.westfields.net. All comments and questions submitted shall be clearly associated with a specific section and/or paragraphs and be submitted to the POCs listed in the RFP letter attached hereto and with the DRAFT documents. The Government will provide responses to questions or comments received and post them to the UNCLASSIFIED IC-ARC. No protected or proprietary information shall be submitted. Responses bearing the markings or protected or proprietary information will be destroyed without review.
