NGA Enterprise Engineering SOW scheduled for release today

On February 16, the National Geospatial-Intelligence Agency posted an update about its NGA Enterprise Engineering acquisition (Solicitation Number: HM0476-18-R-0016).

Notice to Industry: NGA/OCSC is currently coordinating with the Acquisition Center of Excellence (ACE) to create the NGA Enterprise Engineering page on the UNCLASSIFIED ARC website. NGA and the ACE hope to have the page created on Tuesday, 20 February to post the Draft SOW. If further delays occur, the response date will be extended accordingly. This notice will be further amended to notify Industry when the Draft SOW is available. The Government appreciates your interest in the acquisition and apologizes for any inconvenience.

This is a follow-on to the notice provided to Industry on 12 January 2018 regarding NGA’s systems engineering and integration contracting efforts previously announced under HM0476-17-R-0006 and HM0476-18-R-0012 for DENALI. NGA will no longer refer to the systems engineering and integration efforts as DENALI. NGA intends to conduct separate acquisitions for specific Engineering Services (ES) under separate solicitations and announcements.

The purpose of this notice is to solicit input on the Draft Statement of Work (SOW) for NGA’s systems engineering and integration effort-NGA Enterprise Engineering. This acquisition, which will now be referred to as NGA Enterprise Engineering, includes the following Engineering Services (ES):

  • ES1: Enterprise and Solutions-Level Architecture Engineering. Services to plan, design, define, develop, document and baseline the Global GEOINT Enterprise Architecture (GEA), inclusive of Business, Data, Network, Security and Solutions-Level Architectures to ensure enterprise systems work together in an integrated fashion to deliver mission capabilities and solutions.

  • ES2: Enterprise and Capabilities-Level Requirements Engineering. Services to develop, document, decompose and allocate strategic through tactical level requirements to establish and enable GEOINT Mission Solutions (e.g., GEOINT Enterprise Capabilities Documents (ECDs), Statements of Capabilities (SOCs), Capabilities Description Documents (CDDs), and System and Software Requirements Documents (SysRDs and SRDs)).

  • ES3: Enterprise Integration Engineering (Cross System and Segment). Services to integrate program and project solutions that spread across budget programs, development contracts and sensor segments; and therefore, require integration to ensure that the multiple parts come together seamlessly to deliver mission capabilities.

  • ES4: Capabilities-based Analysis, Business Engineering (Pre-Acquisition Engineering), Analysis of Alternatives (AoAs), Trade Studies and Engineering Assessment. Services to perform Capabilities-based Analysis, Business Engineering (Pre-Acquisition Engineering) and AoA’s, Trade Studies, and Engineering Assessments.
