NCIS to retain Neustar’s geolocation services

Neustar The Naval Criminal Investigative Service intends to award a sole source purchase order to Neustar, of Sterling, VA, for the renewal of its yearly maintenance services for its product, Neustar IP Intelligence, says a Navy announcement.

“Neustar IP Intelligence provides Internet Protocol geolocation services which enable the real-time geographic location of Web site visitors to be determined,” explains the company on its own Web site.

Neustar’s IP geolocation service includes ( 1 )   GeoPoint — Neustar’s database of IP address and the network characteristic data for each. Such information includes the country, state, city, connection type, proxy information, and other characteristics important to the description of an IP address, and (2)   GeoDirectory Server — Neustar’s system by which the GeoPoint data is delivered to their clients. This system automatically downloads data updates as they become available from Neustar and also uploads data used to characterize Web traffic to assist Neustar in prioritizing research efforts. The acquisition of this information is a key part of Neustar’s Closed-Loop process.

The NCIS has determined that no other manufacturer can provide the required software or maintenance licenses.
