NAVAIR posts SCRIF RFP

On September 19, the U.S. Naval Air Systems Command (NAVAIR) released the request for proposal for the Special Communications Rapid Integration Facility (SCRIF) (Solicitation Number: N00421-17-R-0004). Questions are due within 10 calendar days of the September 19 RFP release. Proposals are due no later than 2:00 p.m. Eastern on October 19.

This is a Request for Proposal (RFP) for the Special Communications Rapid Integration Facility (SCRIF) Solicitation, N00421-17-R-0004, for the Special Communications Mission Solutions (SCMS) Division, AD-4.11.4.  The Government’s intent is to award a hybrid performance-based and non-performance based Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year ordering period, with Cost Plus Fixed Fee (CPFF) term Level of Effort (LOE), CPFF completion and Firm Fixed Price (FFP) task orders to the offeror who provides the best overall value.  The estimated award date is 1 October 2018.

Description of Requirement:  The Naval Air Warfare Center-Aircraft Division (AIR-2.5.1.2) at Patuxent River, MD intends to procure, on a competitive basis, the services necessary to provide technical support for the AD-4.11.4 Special Communications Mission Solutions (SCMS) Division.  SCMS leverages the Special Communication Rapid Integration Facility (SCRIF) to provide rapid integration for C5ISR systems onboard small and large craft, commercial and militarized vehicles, transit cases, mobile communications, fixed base stations, command centers and intelligence systems.  The contractor shall provide SCRIF production engineering, integration and installation support for the development, assimilation/kitting, verification, logistics support, in-service support, and program planning of C5ISR systems, subsystems, and equipment.
