NAVAIR posts draft C5ISR RFP

On January 23, the Naval Air Systems Command posted draft RFP elements for the AIR-4.11 Special Operations Forces Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (SOF C5ISR) solicitation (Solicitation Number: N00421-17-R-0003). Responses are due no later than 2:00 p.m. EST on February 7.

The purpose of this announcement is to provide the DRAFT Elements for the 4.11.4 Special Communications Mission Solutions (SCMS), Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems for support to Special Operations Forces (SOF), proposed solicitation N00421-17-R-0003.

The Naval Air Warfare Center Aircraft Division (NAWCAD) Special Communications Mission Solutions (SCMS) Division (AD-4.11.4), located at St. Inigoes, MD, integrates and delivers products for Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems.  SCMS has provided engineering, integration and technical C5ISR support to Special Operations Forces (SOF) for over 30 years, acting as the organic Lead System Integrator for a portfolio of high visibility programs for United States Special Operations Command (USSOCOM) customers, Component Commands and the SOF user community.  SCMS has technical authority over a number of C5ISR capabilities, including SOF Unique systems comprising of craft, vehicular, transit case, base station, tactical communications and command center systems.

These critical SOF products are funded by a broad range of customers, including USSOCOM, SOF Component Commands, Department of Defense (DoD), and other DoD and non-DoD agencies.  These efforts include the development, integration or exploitation of commercial off the shelf (COTS) and Government off the shelf (GOTS) equipment, emerging technologies, service common components and systems and developmental systems to meet SOF Unique C5ISR requirements.  SCMS supports the transition of SOF Unique Capabilities to the DoD services to facilitate USSOCOM’s goal of leveraging Service Common equipment while focusing SOF resources on truly SOF Unique requirements and capabilities.

To complete these SOF requirements, the SCMS Division maintains a workforce that possesses subject matter expertise in a broad range of technical and programmatic disciplines.  The SCMS designated Government Project Lead (GPL) will be responsible for Project Management and Systems Engineering aspects of the project and selects and leads the Integrated Project Team (IPT) for project completion.  The GPL will utilize this contract to obtain the SOF Unique C5ISR specific support services, products, and deliverables needed to complete each assigned project.

The contractor shall provide system engineering services to the SCMS Division to perform tasks in support of assigned SOF C5ISR projects including: requirements definition; solution definition; integration, installation verification/validation; operation and sustainment. Assigned efforts may involve the integration/installation of new C5ISR systems/equipment; the upgrade/modernization of existing systems/equipment; and the use of legacy, current, and emerging C5ISR technologies to meet SOF Unique tactical requirements.

Tasking will span the entire systems engineering life-cycle or some portion thereof; however, due to the rapid nature of SCMS projects, tailoring of the systems engineering process will typically be required.  SOF Unique C5ISR systems supported by this contract can range from stand-alone systems up to global, integrated communication solutions that combine satellite and terrestrial networks supporting converged voice, video and data, and may take various forms including dismounted portable, mobile, and fixed-site applications.  While contract performance will take place primarily at Continental United States (CONUS) locations, completion of some task orders will require travel to Outside Continental United States (OCONUS) locations.  The goal of the contract is to obtain a combination of in depth Special Operations experience/expertise and C5ISR expertise to provide SCMS and the Special Operations Community the ability to rapidly develop/employ and support C5ISR Capabilities in support of SOF’s Mission to lead the Global War on Terror.
