JIEDDO will turn to BAIR Analytics for pattern analysis of IED attacks

The Joint Improvised Explosive Device Defeat Organization (JIEDDO) intends to award a sole source contract to BAIR Analytics Inc., of Highlands Ranch, CO, to provide analytic support and pattern analysis software services to help minimize to impact of improvised explosive devices.

“The pattern analysis support services shall provide direct support to a broad spectrum of customers to include military forces at tactical, operational and strategic levels; inter-agency, intelligence, and inter-governmental partners; and senior/executive Department of Defense (DoD) leaders,” says a special notice issued by JIEDDO on March 5.

The award to BAIR Analytic will be for a one-year base period plus two one-year option periods.

“BAIR’s Analytical Services come in the way of BAIRS (Behavioral Analysis & Intelligence Resource Specialists), professional subject matter experts embedded or assigned as reachback capabilities for organizations desiring direct analytic support of their particular problem space in the form of Strategic and Administrative Crime Analysis, Tactical and Operational Pattern Analysis and Predictive Analytics,” explains the company on its own Web site.

“BAIRS have trained in and performed complex application of predictive analytics on active crime series and other predatory behavioral patterns, and have integrated forecasts and next event predictions into the decision cycles of operational personnel, leading to the prevention of enumerate predatory actions and victimizations and the apprehension of numerous criminals and other predators threatening public safety and the safety of those providing public safety and national security/defense,” BAIRS added.

Even though the JIEDDO intends to award a sole source contract to BAIR Analytics, it is willing to receive capabilities statements by March 19 from competitors who believe that they can meet the contract’s technical requirements.

The chosen contractor will analyze the effectiveness of JIEDDO initiatives, investment decisions and dynamics of the IED fight, says the notice, and provide operational modeling and portfolio management.
