INSCOM to extend three intelligence-related contracts

On December 23, the U.S. Army Intelligence and Security Command announced its intention to add a five-month option period to three USFOR-A sole source contracts. This notice is to inform industry of the Government’s intent to incorporate a five month option period under the three USFOR-A sole source contracts to provide services and avoid a break in service while an effort to competitively award these services is conducted under the Global Intelligence Support Services (GISS) Indefinite Delivery Indefinite Quantity (IDIQ) multiple-award contract. Interested parties may express their interest and provide a capabilities statement no later than 5 January 2017 at 12:00 PM EST.

The United States Army Intelligence and Security Command (INSCOM), on behalf of the United States Forces-Afghanistan/Resolute Support (USFOR-A/RS), intends to incorporate a five month option period pursuant to Federal Acquisition Regulation (FAR) 52.217-9 under the three USFOR-A sole source contracts under the authority of 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(iii)(B) – Only one responsible source and no other supplies or services will satisfy agency requirements, to the vendors below:

 

  •   W911W4-16-C-0006 – Six3 Intelligence Solutions, Inc. (CACI)
    • W911W4-16-C-0007 – Mission Essential Personnel, LLC (MEP)
    • W911W4-16-C-0008 – BAE Systems Information Solutions, Inc. (BAE)

Contractor support will provide USFOR-A/RS Director of Intelligence (J2) with intelligence operations and multifaceted analysis support services. These contracts provide USFOR-A with: Intelligence Operations Support, All-Source Intelligence Analysis Support, Human Intelligence (HUMINT) Analysis Support, Signals Intelligence (SIGINT) Analysis Support, Intelligence Requirements Collection Management Support, Counterintelligence (CI) Support, CI Analysis Support, Multi-Media Exploitation Support, and Special Security teams to provide independent analytic and other intelligence-related services.

This action will increase the total value and extend the period of performance (POP) of the previous Justification & Approvals (J&As) that were approved for these sole source contracts. The previous J&As approved the award of three individual hybrid Firm-Fixed Price Level of Effort (FFP-LOE) and Cost type contracts to the aforementioned vendors with a base period of performance of six months with the option to extend services for up to six months in accordance with FAR 52.217-8.

This notice is to inform industry of the Government’s intent to incorporate a five month option period under the three USFOR-A sole source contracts to provide services and avoid a break in service while an effort to competitively award these services is conducted under the Global Intelligence Support Services (GISS) Indefinite Delivery Indefinite Quantity (IDIQ) multiple-award contract.

Interested parties may express their interest and provide a capabilities statement no later than 5 January 2017 at 12:00 PM EST. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government.
