DIA wants support services from a small biz for its RDT&E and O&M activities at Patrick AFB

ZelThe Defense Intelligence Agency has issued a formal solicitation for a 100% small business set-aside contract under which the chosen small business will provide support services at Patrick Air Force Base in Florida in the areas of program management, scientific and engineering support, operations analysis support, business operations support, and more.

These support services will be supplied to the Office of Development and Engineering South Division (ODE3), a unit of the DIA’s Directorate for Science and Technology, according to the solicitation notice released on Feb. 14.

The incumbent contractor offering these support services to the DIA is Zel Technologies, LLC, of  Hampton, VA.

The notice says ODE3 “has a requirement for contractor support services required to supplement and support government project managers with highly specialized skills and expertise.”

“The mission of ODE3 is to map critical intelligence capability gaps to the best current and emerging technologies and rapidly deliver optimal technological solutions spanning the full range of DIA intelligence operations,” explains the notice.

“ODE3 functions as a project management office (PMO) for multiple, diverse efforts contracted to private industry, academia and national laboratories to deliver new or improved mission performance capabilities in intelligence tasking, collection, exploitation, analysis and dissemination,” it added.

The selected vendor will be expected to supply personnel at four levels (Junior, Mid, Senior or Expert) to perform research, development, test and evaluation (RDT&E) or operations and maintenance (O&M) services.

ZelTech supports Human Source Intelligence (HUMINT), with its emphasis on interpersonal intelligence collection and analysis, as well as highly technical Measurement and Signature Intelligence (MASINT) that provides new indicators (signatures) to more precisely detect, characterize, locate and track key targets and events.
