DIA to hold SIA 3 Industry Day

On September 21, the Virginia Contracting Activity, on behalf of the Defense Intelligence Agency, released Industry Day information in support of an upcoming RFP for Solutions for Intelligence Analysis 3.

The Virginia Contracting Activity (VaCA) is continuing market research and planning to enable release of a Request for Proposals for Solutions for Intelligence Analysis (SIA) 3. As part of this effort, the Government will host an Industry Day on Wednesday, 25 October 2017. Two sessions will be held – one each at 0900 and at 1300 Eastern. The Industry Day sessions will be held at the SECRET//NOFORN classification level in the Tighe Auditorium at the Defense Intelligence Agency (DIA) Headquarters, Joint Base Anacostia Bolling (JBAB), Washington, DC.

 

The Government will accept RSVPs from a maximum of two visitors per Company. The submission deadline is 1500 Eastern, Wednesday, 11 October 2017. Up to three actions are required to fully complete RSVPs:

  1. (APPLIES TO ALL) All personnel desiring to attend must send an RSVP request to the SIA 3 PMO. RSVP requests must include the visitor’s Name and Company and the time you wish to attend. Submit RSVPs to sia3pmo@dodiis.mil. Due to the high number of expected RSVP requests as well as venue space limitations, your preferred session may not be available, and no “walk-ins” will be permitted.
  2. (MAY NOT APPLY TO ALL) Visitors not possessing an Intelligence Community security badge will be required to submit a visit request to attend. Visit requests must be submitted by the company Facility Security Officer (FSO) through the Joint Clearance Access Verification System (JCAVS) to SMO XP124CS. FSOs are requested to list “SIA3PMO” in the point of contact field of the request.
  3. (MAY NOT APPLY TO ALL) As a U.S. military station, JBAB sets requirements for visitors coming onto the base where DIA is a tenant activity. JBAB policy requires that at least one person in every vehicle entering the base show a current federally-issued identification (e.g. Common Access Card (CAC) or military identification). Visitors not possessing a current federally-issued identification must send a separate message to the sia3pmo@dodiis.mil That message must include the visitor’s name as shown on their driver’s license, date of birth, driver’s license number and state of issue. Visitors in this category must enter through the base’s main gate or Visitor Center and show their driver’s license. Visitors in this category should plan to arrive not later than two (2) hours prior to the session starting time.

Parking on JBAB is extremely limited, and no spaces will be specially reserved for this event. Attendees should strongly consider carpooling and arriving early in case distant walking is required.

 About SIA 3
As a follow-on from the current SIA 2 contract, SIA 3 is planned as a non-personal services contract for Intelligence Analytical Support to DIA and the Defense Intelligence Enterprise (DIE). Services will be needed both in CONUS and OCONUS. In some cases, OCONUS services will subject personnel to harsh and hostile conditions in environments designated by the U.S. Government as Imminent Danger and/or Hostile Fire Zones.
