DIA seeks BI analytic visualization tool

On June 28, the Defense Intelligence Agency posted the functional requirements document for its BI analytic visualization tool requirement (Solicitation Number: ESLT-2016-0077). Responses are due by 10:00am Eastern on July 17, according to FedBizOpps.

DIA CIO requires a single platform application to perform rapid ad-hoc visual analysis; build custom analytic applications; and apply advanced statistical methods to analyze static, real-time, and event-driven data which are both structured and unstructured. The application will function as the Enterprise self-service and analytic portal to provide predictive, descriptive, and diagnostic analytic visualizations to explore data and find key insights for informed decision making.

This solution must be on premises, work within a secure closed environment, and be quickly implemented using DIA owned hardware. Data will need to be extracted or retrieved from various applications and from many types of technology stacks (for example relational and non-relational databases). The solution must be scalable to allow for several hundred self-service users and developer-level users to interact with the application concurrently.

The application needs an intuitive, code-free, “drag and drop” interface that requires limited scripting knowledge by the self-serve users. The solution must enable users to navigate available data sources, predefined metrics, and hierarchies to intuitively and interactively explore data by manipulating visualizations, whereby the color, brightness, size, shape, and motion of visual objects represent aspects of the dataset being analyzed. Visualization should employ components such as gauges, sliders, checkboxes, and maps to show the actual value measured compared to a goal or target value. Users should be able to quickly create highly formatted, print-ready, interactive visualizations, dashboards, and reports, with or without parameters. User should also be able to create scalable and personalized distribution, scheduling, and alerts via email.
