DIA extends SIA 3 capability statement deadline

On November 13, the Virginia Contracting Activity, on behalf of the Defense Intelligence Agency, posted an update on its Solutions for Intelligence Analysis 3 Capability Statement request.

Based on industry feedback, we have extended the timeline for the Capability Statements from 16:00 EST on Mon, 11/13/2017, to 12:00 EST on Wed, 11/15/2017.

This was also posted for HHM402-18-R-0002 as “SIA 3 Capability Statement Extension, HHM402-18-R-0002_Extension.”  This special notice extends the response date and time by 44 hours, from 16:00 EST on Mon, 11/13/2017, to 12:00 EST on Wed, 11/15/2017.

The Virginia Contracting Activity (VaCA) is continuing planning and market research to ultimately enable release of a future Request for Proposals (RFP) for SOLUTIONS FOR INTELLIGENCE ANALYSIS (SIA) 3. To date, VaCA has issued a Request for Information (RFI), conducted an Industry Day, and published the draft solicitation with a draft SOW and Sections L and M. Planning and market research are continuing with this call for Capability Statements.

Previous experience has shown that the vendor community positively supports the opportunity for potential offerors to submit information that allows the Government to advise the offerors about their potential to be viable competitors. Interested vendors are offered the opportunity to provide Capability Statements and receive viability assessments in preparation for the SIA 3 solicitation. Participation in this exercise is completely voluntary and independent of the planned future RFP.

VaCA shall evaluate all responses in accordance with the criteria stated in the notice, and shall advise each respondent in writing either that it will be invited to participate in the resultant acquisition or, based on the information submitted, that it is unlikely to be a viable competitor. The agency shall advise respondents considered not to be viable competitors of the general basis for that opinion. VaCA assures all respondents that, notwithstanding the advice provided by the Government in response to their submissions, they may participate in the resultant acquisition.
