Air Force seeks upgrade for its distributed common ground system

Air Force 112Added: Mar 17, 2015 4:16 pm On March 17, the Air Forcce posted the following sources sought synopsis (solicitation number: EDMDMZ) for vendors capable of providing an Air Force Distributed Common Ground System (AF DCGS) enterprise de-militarized zone (DMZ) upgrade. Interested parties should submit responses electronically no later than 5:00pm Eastern on  April 1, 2015.

 AF DCGS is a worldwide network of fixed and transportable ground-based information processing systems employing net-centric capabilities to facilitate information sharing and collaboration. Capabilities are available to support sensor tasking and the posting, processing, exploitation, and dissemination of electro-optical/infrared and synthetic aperture radar imagery and signals intelligence collected by manned and unmanned reconnaissance platforms. The purpose of this program is to replace the aging (2007), end of life, end of support and warranty DMZ suites located at DCGS sites across the enterprise.

This Sources Sought Synopsis (SSS) is in support of market research being conducted by the United States Air Force, Air Force Distributed Common Ground System (AF DCGS), AFLCMC/HBGS to identify mature and new technical capabilities for the Enterprise DMZ Upgrade program.  These capabilities are planned to be incrementally developed and fielded from CY16 to CY20.   Any information submitted by respondents to this SSS is strictly voluntary.  This SSS does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. There is no solicitation available at this time.   The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to this SSS.

The United States Air Force, Air National Guard and National Mission Partners have approximately 30 systems at various locations worldwide which need to be updated.  An initial demonstration period will be conducted following an initial purchase of commercial-off-the-shelf (COTS) equipment for testing, and then a subsequent procurement for the remaining COTS equipment for fielded sites will be awarded.  This is not a request for fielding support; it is a request for manufacturers that have COTS DMZ Next Generation Firewall hardware and software.

The responder is requested to provide Next Generation Firewall device including Intrusion Protection System/Intrusion Detection System (IPS/IDS), Anti-virus gateway, web/mail gateway and a security management system. Site sizing will be 1GB/s bi-directional for all sites with the capability scalable to10GB/s based on further traffic analysis. Additional detailed requirements will be available in a Technical Requirements Document (TRD) after the manufacturer meets the below criteria. The Government is interested in a common DMZ platform initially for all sites. The contractor shall ensure their product is: 1). Certified on the National Assurance Partnership (NIAP) listing, and 2). The electronics that are manufactured are from an approved foundry.
