ABM LLC lands another $436,000 to support U.S. intelligence center in Kabul

ABM U.S. Central Command (CENTCOM) has awarded a sole source contract worth more than $436,000 to ABM LLC, a mission support services company, to provide administrative services at the U.S. National Intelligence Center in Kabul, Afghanistan.

ABM will be expected to supply approximately four personnel — to augment the two civilian employees already handling these responsibilities — to provide “administration and oversight of multiple intelligence contracts valued at over $108 million and employing over 1,400 highly specialized contract personnel responsible for collecting human, signal, and imagery intelligence across the 34 provinces of Afghanistan,” explained a CENTCOM notice released on March 30.

The contract officer has determined that only one source, ABM LLC, is capable of maintaining current operations, thereby preventing an unacceptable lapse in service.

“The requirement for support is temporary,” the notice continues, “due to the ongoing drawdown of personnel in Afghanistan…” Consequently, the Joint Theater Support Contracting Command is planning to award only a temporary six-month contract to ABM.

If the contracting officer went to a competitive procurement, it could take several months to get the required personnel in place. However, because ABM is already handling these duties in Afghanistan, “it is already in place, all current employees are trained, medically cleared, badged, and possess the requisite security clearances to successfully fulfill the Government’s requirements,” the notice explains.
